NYS to build $125M AM plant ?3

Reuters was the first to report that New York State will invest $125M to build a large-scale additive manufacturing plant, in partnership with Norsk Titanium.  This is apparently contributing to today's run-up in XONE.  Given that Norsk doesn't use ExOne's technology, so far as I can tell, I'm not completely sure that's warranted.

I take this document, from Norsk's archives, as evidence that ExOne has done a presentation for Norsk, but that's not nearly enough to completely alleviate my skepticism over today's move.  There's evidence that at least the broad strokes of the plant were public knowledge over a month ago; so, I mostly see this as one more example of why one shouldn't pay too much attention to the media, or worse yet, message boards.
