Dublin to end testing soon +3

Covanta says that the commissioning and testing phase for its Dublin facility should end in the first half of October.  That's good news, and CVA is now up 10% from the lows we saw in recent months.  Even though I think the stock is still undervalued, with the dividend just past, I'm of the opinion that those lows were much better entry points than now.
