Dublin restarting operations and more +3

Covanta recently commented on its Dublin website that it would resume hot commissioning and waste processing in Dublin soon.  This morning I just got further feedback from management, saying:

There was a roughly 30 days period where we could not burn waste but we were continuing to work on commissioning of the plant in other areas.  When we began the project we knew there would be some challenges in commissioning and we left room in the schedule to address.  At this point we have made no changes to our public comments on plant in-service timing (full quarter in Q4) or budget since the Q1 call.
That's good news, as the plant has always been both a best solution and a political hot potato. This seems to indicate that interaction with local government will NOT meaningfully affect plans, and affirms my opinion of Covanta's management excellence.
